When moving cargo, especially abnormal cargo, by sea it must be secured such that no movement occurs which could result in damage to the cargo and/or ship.
Any major shifting of heavy cargo during sea transport could also result in instability of the ship which could in turn hazard the safety of the cargo and ship and more importantly hazard the lives of the ships crew.
